I have an ATI RADEON X800 PRO PCI-E graphics card. How many pipelines are overclockable? Will doing this make it run too hot, and cause damage to the card itself? I have not installed the card yet, because my new motherboard has not arrived yet.

It is overclockable, but not by much without some serious aftermarket cooling added

yes all PC devices are overclockable assuming you have the right program and it supports it most graphics cards support overclocking so it should work and try getting another fan to support cooling it down. and that should fix it thats what i did with My Gigabyte Radeon 1950xtx 512GDDR4 Card and it worked fine.
