I would start with AutoCAD Design Center (command line: ADC) which will allow you to view folders and files and insert blocks as needed, whether those blocks are individual files, or blocks "stolen" from inside other files. Once you have a collection of blocks you use on a regular basis, you would create a tool palette with just those blocks.
You also could use the original block insertion tool (command line: insert), but that only lets you insert blocks already defined within the current block library, or insert files as a block. ADC is far more robust.
