If you have a scanner, this isn’t hard at all. Using a photo program or scanner driver, scan the photo. The exact steps to do this vary depending on your scanner, programs, and computer. Save your scanned photo as a jpeg, bitmap, or other graphic file. Then, go to the site you wish to upload your photo to, create an account if you don’t have one, and find the upload option on your page. Select your saved photo and, in a few moments, voila!

You could scan the regular picture like you would normally scan something:
Put in in the scanner, scan it to whatever program you choose and upload it like a normal pic.
Or, you could buy a special scanner I’ve only seen in a few magazines that is supposed to scan pictures. It is over $100 dollars though.

My photo copier came with a programme,i just scan the photo then put into what ever file i want,and thats basicly it(cannon mp140)
I hope this helps im just learning all this stuff aswell
