You can’t do that. The IP address is assigned by your ISP, not preprogrammed into the computer.

The two are completely unrelated.
The service tag number is assigned by the manufacturer, and cannot be changed. It is like a serial number.
The IP address is assigned by the network or the network administrator. It is usually assigned using DHCP, and can change at any time. If the computer is moved from one network to another (e.g. a laptop that is used at some combination of home, work, school, coffee shop, friend’s house, etc.) then it will probably get a different IP address on each network.
