After I download the file, I choose "Run," but it tells me I have to choose an application in order to open the .exe file.
I’m using Mozilla Firefox and it downloads through the download manager. When I try using Explorer, it tells me that the file is not a valid win32 file.

are you downloading audacity from the Audacity website?
I downloaded version 1.2.6 and have it running just fine on Vista.
Save the file to your prefered location using Firefox, then double click on the file where you saved it, and just follow the instructions.
