I realize it’s not a .wav cd and it reads the cd much like it would a hard drive. But what is the real, technical reason why the cd stops and starts spinning in my portable player? This has fascinated quite a few people (I’m an mp3 cd guy, for sure) and I never have a good explanation. Tanx.

Well the CD will buffer as it plays. The CD stops spinning because it has buffered a sector and start again because it needs to buffer another sector. Same situation for all media discs
