I’ve been asked to create a new hire training DVD for my company. Needs to have a table of contents that allows the user to jump to "chapters". Chapters would then be of different media – PowerPoint, Video with sound, animated demonstrations, etc. Anyone have a recommendation of what software would work well for this project?

To meet your needs, you may make 2 PowerPoint more– insert Video with sound into one PPT, and insert animated demonstrations into the other .Then burn the all PPT to DVD. Or you may insert the Video and animated demonstrations into the initial PPT directly.
The following guides will show you how to convert and save PowerPoint onto DVD. Some of them enable you to create professional look DVD menus from build-in templates. After burning your PowerPoint to DVD, you can have a full control of playing the presentation. When you choose “play the slide manually “,you can jump to “chapters” with easy.

I suggest you compare the conversion methods and have an evaluation about them before you make your choice.
Hope it helps!
